This volume has been prepared in the framework of Project 1: |Educating Man for the 21st Century| of Plan Europe 2000, sponsored by the European Cultural Foundation. While most of the studies launched under this Project deal with specific aspects or levels of education the present volume attempts to provide a more global view of educational futures and their relationships to alternative futures of the overall socio-economic system. It should not be considered as a general integration or synthesis· of the different studies of the Education Project of the European Cultural Foundation - although it draws on them as well as other recently published documents. Rather, it should be regarded as one of several possible approaches, analytical tools, and incentives to the study and open discussion of educational problems seen in a long-term perspective. The volume is the result of a collective effort of a multinational team of researchers. A colloquium of some sixty participants, meeting at the Uni versity of York in October 1972, provided critiques and comments to the first version of the report. But only the authors themselves claim responsibil ity for the methodology of the study, and the opinions and conclusions expressed therein. These do not necessarily reflect those of the sponsors of the volume, the European Cultural Foundation and the Scientific Committee of its Education Project. • Such a synthesis will appear as the concluding report of the Project.

Schools that are most successful in engaging parents and other family members in support of their children's learning look beyond traditional definitions of parent involvement--parent teacher organizations or signing report cards--to a broader conception of supporting families in activities outside of school that can encourage their children's' learning. This idea book is intended to assist educators, parents, and policy makers as they develop school-family partnerships, identifying and describing successful strategies used by 20 local Title I programs. Following an executive summary, the book notes resources for involving families in education, includes research supporting such partnerships, and describes how Title I encourages partnerships. Next, the book describes successful local approaches to family involvement in education, organized around strategies for overcoming common barriers to family involvement, including: (1) overcoming time and resource constraints; (2) providing information and training to parents and school staff; (3) restructuring schools to support family involvement; (4) bridging school-family differences; and (5) tapping external supports for partnerships. Finally, the book presents conclusions about establishing and sustaining partnerships, noting that at the same time that successful partnerships share accountability, specific stakeholders must assume individual responsibility, and that those schools that succeed in involving large numbers of parents invest energy in finding solutions for problems, not excuses. Four appendices present profiles of 10 successful partnerships, descriptions in table format of 20 successful local approaches, contact information for profiled partnership programs, and resources for building successful partnerships. This report summarizes the presentations and discussion at a workshop entitled Opportunities to Promote Child and Adolescent Development During the After-School Hours, convened on October 21, 1999. The workshop was organized by the Board on Children, Youth, and Families and its Forum on Adolescence of the National Research Council and the Institute of Medicine, with funding from the David and Lucile Packard Foundation. This workshop brought together policy makers, researchers, and practitioners to examine research on the developmental needs of children and adolescents -ages 5 to 14 years-and the types of after-school programs designed to promote the health and development of these young people. Intended to provide a forum for discussion among the various stakeholders, the workshop did not generate conclusions about the types of programs that are most effective, nor did it generate specific recommendations about after-school programs or promote a particular approach. The workshop coincided with release of the Packard Foundation's fall 1999 issue of The Future of Children, entitled |When School Is Out.| Focusing on after-school programs, the journal provided some context for the workshop, providing a backdrop for discussing the importance of after-school programs, the types of programs that exist across the country, and the policy climate that surrounds after-school programs. This report summarizes the workshop.
